Not a bad plan

There was a story in Monday's Wisconsin State Journal that I am still trying to figure out if there really is a problem or not.
It seems Governor Scott Walker has proposed that the State of Wisconsin takes over the Circus World Museum in Baraboo. Circus World is perhaps the best national attraction dealing with the circus.
Circus World Museum has been under the State Historical Society for years. During that time it has been funded privately.
Now Walker wants to put some state money into it and make sure it has a strong future.  Under his plan the 10 employees will be state employees.
Recently the State Historical Society board heard from museum director Steve Freese that the museum has enough funding for 2013 but 2014 may be a problem. Freese maintains that he and his staff were blindsided by the plan to take the museum over. He feels that money would come available for 2014 and beyond.
The Historical Society saw it differently and did not want to take that chance. They appealed to Walker for help and Walker granted the request.
While there may have been some communication problems I don't see how the plan for the state to take over Circus World Museum is a bad one. If it assures the popular attraction has a long, long shelf life, I am all for it.
