County Board discusses limiting public
participation but takes no action

Per usual, the meeting began with Committee Chair Reports.
The board heard from Supervisor Paull who gave an update from the Healthy Aging in Rural Town. They will be applying for a grant. He also gave an update regarding substance abuse.
There is an opportunity house in Dodgeville, which will be for females who have graduated from drug court. The purpose of the house is to give individuals the opportunity to overcome challenges and explore who they are as an individual.
Supervisor Peterson gave an update that the Jail Building Committee will be meeting on April 1st. There will be a more concrete idea of what the facility will look like. Finances are still a work in progress. They will be discussing talking points so down the road they can begin hosting open houses.
From Senior Care, they have been making a lot of progress. They have come up with a name for the new venture, Scenic Hills. They are still looking for a location.
During comments from the public, Doug Hansman from Ridgeway came to address the board about item 15, amending Iowa County Board Rule XVI: Public Participation. He asked for clarification of the rule. Afterwards, he stated that it is a "Stunningly bad modification." It regards the rule that comments from the public should be regarding an item on the agenda. He stated the public should be able to come forth on whatever topic they like. He also said that the time limit should be decided each meeting, instead of the blanket rule of 2 minutes per comment.
Under land use changes, the following changes were approved as a group: Arena-1-0319 Rezoning request by Richard Peck, Arena-2-0319 Rezoning request by Dennis Halverson, Brigham-3-0319 Rezoning request by Lorenz LLP, and Mineral Point-4-0319 Rezoning request by Kurt S. Rule.
