Cardinal-Hickory Creek project started amid injunctions

Just when construction on the Cardinal-Hickory Creek power line that will run through this area began, a federal judge has issued an injunction that shut down about 15 acres.
Monday, the owners of the transmission line said they were starting construction on the project which has a completion date of 2023. Tuesday Federal Judge William Conley issued an injunction for a portion of the project that the owners feel will not alter the schedule at least for now.
A joint venture of American Transmission Co., ITC Midwest and Dairyland Power Cooperative, the 102-mile line between Middleton and Dubuque is the subject of multiple state and federal lawsuits from the Driftless Area Land Conservancy and Wisconsin Wildlife Federation.
Conley's ruling temporarily halted work on or near federally-protected waters, which include the Mississippi River and wetlands along the route....
