City of Dodgeville discusses possible future ATV access
With many local municipalities allowing more ATV access, the City of Dodgeville may also, in the future, allow possible ATV access.
While no action was taken, ATV access was a heavy discussion topic in new business.
Ashley Schwarzenstein, along with other Dodgeville residents were present at Tuesday's common council meeting to discuss connecting residents of Dodgeville to other routes within Iowa County from their homes.
"I believe these routes will bring in more tourism to our city and more revenue to our local businesses," Schwarzenstein said. "Businesses and other communities have benefited from similar ordinances, but due to there being no routes in or out of Dodgeville participants in this past time are unable to come into Dodgeville on their ATV. In addition, residents of Dodgeville who'd like to partake in this activity are forced to trailer their ATVs and UTVs outside of the city boundaries to reach other routes, cities and townships."
Schwarzenstein proposed the opening of all residential streets throughout the city, with the exception of US Highway 18 and State Highway 23. Under the proposal presented, residents would not be allowed to drive on or cross US Highway 18. They would be allowed to cross State Highway 23, but would not be allowed to drive on it.
Schwarzenstein stated that they would like to open as many streets as possible to allow the majority of Dodgeville residents to access routes directly from their homes, without having to haul their trailers. She also mentioned that she had been in contact with the Town of Dodgeville about potentially connecting routes that would end at Dodgeville City borders.
She submitted a list of local ordinances from surrounding communities, to serve as a model for future adoptable city ordinances. Each ordinance highlights rules limiting speed, hours of operation, safety equipment for operators, turn signals and more.
"This is a great family friendly activity, and I believe that allowing ATVs and Ttvs to be driven within our city benefit both our residences and our businesses, as well as provide non residents who have likely passed this by in the past with the opportunity to experience our community, and everything that we offer," Schwarzenstein said.
Mayor Todd Novak had spoken with Highway Commissioner Craig Hardy and the only way currently to get through Dodgeville is through county roads. Iowa County's regulations allow townships and cities to determine routes. It is then given to the county for Hardy to approve.
He also said that there had been some resistance from the town of Dodgeville in the past about ATV routes. Dodgeville is unique in the sense that a four lane connects to Dodgeville from three sides.
Dodgeville Police Chief Dave Bauer mentioned that if they're going to use the roadway they should be treated the same as motor vehicles. Dodgeville Lieutenant Brandon Wilheim added that he had spoken with Mineral Point Police Chief Bob Weier, and was advised to be very deliberate on what the ordinances are; also to try to keep them uniform throughout the county.
Schwarzenstein spoke with the Dodgeville Town board chairman and was told that there would be delays because of COVID-19 affecting meetings. She is planning to follow up with the town of Dodgeville about attending a future meeting.
While no action was taken council members recommended communicating with the town of Dodgeville with potential plans to continue the discussion.
