Dodgeville City Council discusses COVID-19 protocol
With a lot of uncertainty in our midst with the COVID-19 pandemic, Dodgeville City Council took steps at Tuesday night's common council meeting.
Mayor Todd Novak announced that people are pretty much staying out of the building and dropping off their payments at the door. He also announced that in light of the economic impact on the COVID-19 pandemic, Farmers Savings Bank sent a letter stating that the city will see a decrease in city financial interests.
Council members approved a resolution, declaring an emergency and granting the city department heads the authority to take actions both for the protection of city employees and the general public.
City Attorney Eileen Brownlee was in attendance at Tuesday night's meeting and presented a Memorandum Of Agreement (MOA between the City of Dodgeville and the Teamsters Union Local No. 695). It is formed as a collective bargaining agreement for 2019-2020.
In summary, if a police officer believes that "he or she has come into contact with a person infected with the COVID-19 virus, the officer shall immediately inform the police chief or lieutenant, by telephone or email, of the circumstances giving rise to such belief."
The City must also notify the Police Chief or Lieutenant of the circumstances. The Police Chief or Lieutenant may order the officer to self quarantine for a period not more than 14 days and the officer may have to obtain testing for the COVID-19 virus.
During any period of self-quarantine, the officer is entitled to sick pay and will not be deducted from the officer's sick leave unless the officer is determined to be sick or the officer refuses to take the COVID-19 test, or fails to do so in a quick matter.
The memorandum of agreement remains in full force until: the World Health Organization declares an end to or cancellation of the pandemic; the Governor ends the State's COVID-19 Public Health Emergency; the date when paid sick leave or family and medical leave benefits become available to the employee under the Families First Coronavirus Response Act, or 90 days from the date of the MOA. Council members passed the MOA.
The same type of understanding for the city employee handbook was discussed and is similar to the officer MOA. Council members also approved the city personnel manual update.
In other city council business:
-Council members approved a resolution regarding Tax Increment District No. 2 for Affordable Housing Extension.
-Council members approved a resolution Regarding Authorizing Process to Create Tax Increment District No. 3.
-Council members approved Vierbicher's Proposal to Assist the City with Creation of Tax Increment District No. 3.
-Council members approved the 2018 Audit Presentation sent to council members.
-Council members approved a Waiver Request for Rabies Vaccination - Pierce - 301 N Dacotah Street.
-Council members approved a Cemetery Mower Purchase. The Mower comes from Ritchie's in Cobb and is a Ferris IS600Z-25 HP Briggs and Stratton. The bid amount is $5475.00.
-Council approved Swimming Pool Updates/Repairs.
-Council members approved the Annual Room Tax Report for 2019.
-Council members approved allowing city clerk Lisa Riley to deputize any regular part time city employees to be poll workers for April elections.
-Council members approved to change the next Meeting Date to Thursday April 9 at 5:30 p.m.
